Mohammed Bin Rashid Smart Learning Program was established to further advance the United Arab Emirates’ already accomplished education system into the next phase of development through the application of world class teaching techniques and up to date technology. MOHAMMED GHEYATH

Director General

Mohammed Gheyath is the Director General of the Mohammed Bin Rashid Smart Learning Program since launching the initiative in December 2012. Together with a dedicated team, Mohammed works towards fulfilling the UAE’S 2021 Vision to become a world-class nation for innovation and progressive education.

Prior to this role, Mohammed headed up the Technology Development Affairs Department for the Telecommunications Regulatory Authority (TRA) for seven years. Mohammed’s career in the telecommunications sector, which spans 15 years, began when he joined Emirates Telecommunications Corporation (Etisalat) after graduating from Etisalat College of Engineering.

Mohammed is also the Vice Chairman of the Telecommunications Standardization Advisory Group, within the Telecommunication Sector of the International Telecommunication Union (ITU) one of the leading United Nations (UN) organizations.

HISTORY & ACCOMPLISHMENTS

THE BEGINNING

The Program was launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, in April 2012 and is aligned with UAE Vision 2021 to become a knowledge-based economy through the integration of technology in education.

Through the Program, the UAE is investing heavily to bring the latest technology to the schools, encouraging the development of creativity, analytic thinking and innovation. The MBRSLP aims to shape a new learning environment and culture in federal schools through the launch of “smart classes” that will provide every student with an electronic tablet and access to high-speed 4G networks by 2019.

The initiative, funded through the Telecommunications Regulatory Authority’s Information & Communication Technology (ICT) Fund, is under the guidance of the Ministry of Education as well as the Prime Minister’s office. This is a testament to both the promise of the Program and the dedication of the UAE Government to education and ICT.

NEW LEARNING EXPERIENCE

The Mohammed Bin Rashid Smart Learning Program offers a new mode of teaching through the integration of technology into the education system. The blended approach combines both traditional methods and technology based techniques that reshape education both inside and outside the classroom. It places the student at the center of the educational experience giving them an element of control and an active role as participants in their own learning process.

Technological literacy and technology equipped classrooms allows students to learn in an interactive, engaging and enabling environment in line with the latest advances; the Program is designed to enrich young minds, grow new skills and prepare students to become active contributors in the community,  innovators in their respective fields and future leaders.

PROGRAM IN NUMBERS

Phase I of the Program covered 123 schools and fully implemented Smart Learning techniques with 11,000 students in the 2013/14 school year.

Phase II of the Program includes 25,000 students from Grade 7 and 8 during the 2014/15 academic year, as well as Pilot Phase for Grade 9 students.

With every academic year, the Program will proceed according to a systematic plan to absorb more students and schools until it reaches all UAE government schools by the year 2019.

As the Program progresses, regular updates of all its elements including technology devices, teaching methodologies and supporting platforms will be made available.

WORLD RECOGNIZED PROGRAM

The MBRSLP has been recognized by the World Summit on Information Society (WSIS) and awarded the coveted accolade for ‘Capacity Building’ in 2014 for its role in promoting the use of ICT in federal schools and in building a communication and information infrastructure in the UAE.

Additionally, the MBRSLP team was recognized at the Mohammed Bin Rashid Government Excellence Award and won the “Best Team” award given for its efforts in promoting educational excellence in the federal school system in line with the ongoing efforts and vision of the Ministry of Education.

The MBRSLP brings major acclaim to the UAE with the honor of gaining international recognition for their efforts after only the first year of the program’s implementation. It is making smart learning accessible to all students in the UAE, bridging the gap between federal and private schools.

The Program will be implemented in all government schools across all grades in the coming five years. Emirati students will be equipped with skills and competencies that will enhance achievements and competitiveness to be leaders of the future.

OUR STAKE HOLDERS

The Program works with the Ministry of Education, the Telecommunications Authority (TRA), and the Prime Minister’s office. In addition, the Program is funded by the TRA’s Information & Communication Technology (ICT) Fund which will support the Program for the initial five years to cover the rollout into all federal schools. Each year the Program teams up with global IT players who then play a crucial role proving the software and the physical infrastructure necessary to make our classrooms smart.

As part of the UAE Vision 2021, the Mohammed Bin Rashid Smart Learning Program was launched in 2012 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. From the onset, the MBRSLP has worked closely with the Prime Minister’s Office to identify the vision, mission, objectives and key performance indicators for the Program and it continues to do so today. The Mohammed Bin Rashid Smart Learning Program is a joint venture between the Ministry of Education (MOE) and the UAE’s Telecommunications Regulatory Authority (TRA) in cooperation with the UAE Prime Minister’s Office. All three parties also constitute the Supreme Committee which was set up to oversee the Program according to Ministerial Decree No.25 of 2012.

 

MINISTRY OF EDUCATION (MOE)

The Program has been a strong catalyst transforming the UAE’s education system in line with the Ministry of Education’s aspirations as well as supporting the broader national vision for 2021.The MOE is in the second year of its Leadership Development initiative, a five year rolling programme that started in 2013 and aims to train 700 participants. The MBRSLP delivers a set of educational objectives designed to support the MOE’s vision and transform the quality of learning and teaching within the school sector.

 

TELECOMMUNICAIONS REGULATORY ATHORITY (TRA)

The Telecommunications Regulatory Authority (TRA) of the United Arab Emirates (UAE) has been established according to the UAE Federal Law by Decree No. 3 of 2003 – Telecom Law. The TRA is responsible for the management of every aspect of the telecommunications and information technology industries in the UAE. The Program is in cooperation with the Telecommunications Regulatory Authority which is part of the Supreme Committee overlooking the MBRSLP, under the chairmanship of H.E. Hussain bin Ibrahim Al Hammadi, the Minister of Education, and Supreme Committee members, H.E. Dr. Abdul Qader Al Khayat, Board Member of the Telecommunications Regulatory Authority and the Chairman of the Board of Trustees of the Fund, and H.E. Huda Al Hashimi Executive Director of Strategy and Policy in the Prime Minister’s Office. The ICT Fund, an initiative by the TRA, funds the MBRSLP.

 

PARTNERSHIPS

The Program invests heavily in developing strategic partnerships to promote a world-class educational infrastructure that nurtures an advanced learning ecosystem for students to thrive in the United Arab Emirates. The blended approach to learning combines technology-based devices, such as tablets and Smart Boards, with traditional classroom tools to create a dynamic and interactive experience for both teachers and students.

Our technology partners also play a crucial role in providing the software and the physical infrastructure to make our classrooms smart. Additionally, the Mohammed Bin Rashid Smart Learning Program has worked with numerous organizations with different capabilities including educational zones, schools, teachers, parents, technology companies and industry analysts. All of our partners share the same ethos of enhancing learning through the implementation of technology in classrooms in the UAE in all federal schools.
